In an effort to deter further attacks against commercial ships crossing the Red Sea, the U.S. State Department recently designated the Iranian-backed, Yemen-based Houthi rebels as specially designated global terrorists (SDGTs). This move comes as part of a broader effort to stabilize global trade in the Red Sea and prevent regional conflict in the Middle East. The SDGT designation triggers an asset freeze aimed at cutting off Houthi financing, with a specific focus on their Red Sea siege activities. However, it is important to note that the sanctions will not affect food, medicine, fuel, and other humanitarian assistance going to the Yemeni people.
Under President Joe Biden, the U.S. State Department revoked the Houthi rebels’ designation as a foreign terrorist organization (FTO) in February 2021. The decision to remove the FTO label was prompted by concerns raised by the United Nations and humanitarian groups, who argued that the classification and its associated sanctions were exacerbating Yemen’s already dire humanitarian situation. However, as the Houthi rebels continued their attacks in the Red Sea, the U.S. has now chosen to reimpose a terrorist designation on the group, but with a lesser impact. The SDGT label is seen as a more targeted approach, aimed at minimizing unintended consequences for Yemeni civilians while still deterring the Houthis.
The U.S. administration recognizes that the people of Yemen should not bear the brunt of the Houthi rebels’ actions. By opting for the SDGT designation instead of a harsher FTO label, the U.S. aims to ensure that Yemeni civilians have access to essential goods and services, including food, medicine, and fuel. The intention is to strike a balance between weakening the Houthis and preventing further harm to the already vulnerable Yemeni population.

Since the beginning of the Israel-Hamas war, the Houthis have launched numerous attacks in the Red Sea, leading major shipping companies to halt their activities in the area due to safety concerns. These efforts aim to protect commercial vessels and ensure the safe passage of goods through the region.
While the U.S. and its allies have taken military action against the Houthi militants, the intent is not to escalate a broader conflict in the region. The strikes carried out against 16 Houthi militant locations in January were aimed at degrading their capabilities and making it harder for them to conduct further attacks. The U.S. National Security Council emphasizes that this approach is in line with the goal of safeguarding the Red Sea and preventing further violence.
In December, the U.S. launched Operation Prosperity Guardian, a joint defense force involving dozens of countries dedicated specifically to protecting the Red Sea. This operation aims to enhance maritime security and counter threats posed by groups like the Houthi rebels. By collaborating with other nations, the U.S. hopes to address the challenges posed by the Houthi attacks and ensure the stability of global trade routes in the Red Sea.
