Ukrainian President Volodymyr Zelenskyy has made a significant gamble by replacing his top commander in a dramatic military shake-up. The decision to appoint Col. Gen. Oleksandr Syrskyi as the new head of Ukraine’s armed forces is thought to be one of Zelenskyy’s biggest risks yet. This move comes amid broader changes in the country’s military leadership.

Gen. Valeriy Zaluzhnyi, a highly respected and popular figure in Ukraine, was removed from his position by Zelenskyy. This decision follows months of speculation about Zaluzhnyi’s future and reported tensions between Zelenskyy and Zaluzhnyi over strategy. It is worth noting that Zelenskyy thanked Zaluzhnyi for his two years of service and acknowledged their achievements together.

The appointment of Syrskyi marks the most significant change to Ukraine’s military leadership since Russia’s invasion of the country two years ago. Zelenskyy justified his decision by stating that it was necessary to “renew the leadership” of Ukraine’s armed forces. He emphasized the importance of involving experienced commanders who have fought in the ongoing war.

Zaluzhnyi, known as the “iron general,” played a pivotal role in Ukraine’s defensive stand against Russia during the early stages of the war. However, a reported rift between Zelenskyy and Zaluzhnyi became public when the latter stated in an editorial that the war had reached a stalemate. Peter Dickinson, editor of the UkraineAlert service at the Atlantic Council think tank, described Zelenskyy’s decision as one of his biggest gambles during the war. Dickinson highlighted the urgent need for a change in tactics, as Ukraine’s forces had been unable to make significant progress on the battlefield for some time. However, he cautioned that the timing of Zaluzhnyi’s removal seemed unfortunate. Ukraine is currently facing ammunition shortages and delays in receiving Western military aid, which severely limits offensive operations.

Despite the risks associated with his appointment, Syrskyi has overseen several notable successes in the past two years, including the defense of Kyiv and the Kharkiv counteroffensive. However, he has also faced criticism for his role in the battle to defend Bakhmut, where heavy casualties were reported on both sides. Andrius Tursa, an advisor at consultancy firm Teneo, believes that Zelenskyy’s decision to replace his top military commander may prove unpopular. Tursa suggests that the move is seen as an attempt by Zelenskyy to sideline a political competitor, prioritizing his own goals over the country’s wider interests.

The replacement of the military leader, along with Zelenskyy’s hints at a wider political reshuffle, has created divisions and competition at the highest levels. This does not bode well for Ukraine’s international allies, who are already struggling to find consensus on continued assistance. The Institute for the Study of War notes that military leadership changes are normal during protracted wars, and Zelenskyy and his top officials have acknowledged the need for new approaches and strategies given the changing nature of the conflict.
