Former armed forces minister, James Heappey, has urged the UK to consider sending troops to Ukraine to provide training and other support to Ukrainian forces in their conflict with Russia. He emphasized the importance of this support away from the frontline to avoid escalating the conflict. He believes that Britain should be better prepared for war amidst growing threats and called for an increase in defense spending to address capability gaps and enhance military readiness.
Strategic Reserve and National Defense
Heappey also highlighted the need to reinvigorate a large “strategic reserve” force comprising thousands of veterans who could be called upon to serve in a national crisis. This strategic reserve would enhance the nation’s capacity to withstand crises and effectively respond to threats. He emphasized the importance of developing a national defense plan to mobilize resources and industry in times of war, stressing the necessity of making defense a genuine national effort.
Heappey underlined the critical significance of supporting Ukraine in its battle against Russia for both British and wider European security. He urged the UK and its allies to consider providing additional weapons to Ukraine to help them defend against Russian attacks. He expressed support for the idea of deploying Western forces to Ukraine, similar to the suggestions made by France’s President Emmanuel Macron. However, he cautioned against deploying troops near combat zones to avoid escalating the conflict.
Reviving the Strategic Reserve
Heappey advocated for the revival of a modern-day system to prepare the nation, including the military, industry, and the public, for potential armed conflicts. He proposed restoring the strategic reserve, where all individuals leaving the military are required to serve for a set period. This strategic reserve would serve as a secondary military force to support regular military in cases of national survival. He mentioned exploring the possibility of re-establishing contact with veterans to involve them in training exercises and potentially assigning liabilities while on the strategic reserve.
Heappey suggested the idea of conducting annual training for veterans on the strategic reserve. He acknowledged that this would require significant resources in terms of equipment, such as rifles and uniforms, as well as personnel to oversee the training. He emphasized the importance of engaging with veterans and incorporating them into the nation’s defense preparedness strategy.
